In 1983, Canada proposed the RAPPI project at the Versailles Economic Summit, the first national commitment to electronically linking public schools. As a result, by 1985, about 75 schools in Canada were linked with schools in Western Europe, especially England, France, and Italy, making it possible for students to engage in group discussions and debates and undertake some joint activities.

En 1983, c'est le Canada qui a proposé le projet du Réseau d'ateliers pédagogiques pilote international (RAPPI) au Sommet économique de Versailles, la première fois qu'un pays s'engageait à relier électroniquement les écoles publiques. En 1985, environ 75 écoles canadiennes étaient reliées à des écoles de pays d'Europe de l'Ouest, en particulier en Angleterre, en France et en Italie, ce qui permettait à des étudiants de participer à des discussions de groupe et à des débats, et d'entreprendre certaines activités conjointes.
