Vers la fin du 19ème siècle, fut constitué le premier noyau urbain autour de la Pointe de Sable. Tandis que les militaires s'installaient plus au nord sur les pentes de Misaine et de la pointe du Caîman. Dès le début du siècle, s'est développée assez rapidement la ville, d'abord entre ces deux zones, puis vers l'Est et la zone marécageuse de Mahabibo.
