Civil war erupted in the Dominican Republic in 1965, and to protect American civilians the United States landed 12,000 troops. These were joined by 1,700 soldiers from six Latin American countries, under the auspices of the Organization of American States (OAS), and together they formed the Inter-American Peace Force. At the urging of the UN Security Council, the Secretary General sent a representative, José Mayobne of Venzuela, to the Dominican Republic to report on the matter. He was accompanied by three observers, one of which was Canadian.

La guerre civile a éclaté en République dominicaine en 1965 et, pour protéger les civils américains, les États-Unis ont dépêché 12 000 militaires dans ce pays. Ce contingent a été renforcé par 1 700 soldats venant de six pays latino-américains, sous les auspices de l'Organisation des État américains (OEA), pour former la Force de paix interaméricaine. À la demande du Conseil de sécurité de l'ONU, le Secrétaire général a envoyé un représentant, le Vénézuélien José Mayobne, en République dominicaine, pour présenter un rapport sur la question. Le représentant était accompagné de trois observateurs, dont un Canadien.
