The North Atlantic Cooperation Council (NACC) was established by the Allies on 20 December 1991 as a forum for dialogue and cooperation with NATO's former Warsaw Pact adversaries.

The NACC was succeeded by the Euro-Atlantic Partnership Council in 1997.

NACC exists to act as a lobbying group in order to serve the interests of (up to) 56 Community Councils that NACC represents in the Northern Manitoba region. The communities served by these councils fall within the jurisdiction of the Department of Aboriginal and Northern Affairs, formerly known as the Department of Native and Northern Affairs. NACC serves to provide a unified and collective voice for the communities that it represents as they encounter important developmental phases.

When Leaders met in Cancun for the first anniversary of the Security and Prosperity Partnership of North America (SPP), they recognized that more direct advice from the private sector would help to drive progress on measures that would be most effective in enabling North American companies to attract investment and create jobs. The results was the creation of the North American Competitiveness Council (NACC), a trilateral advisory body made up of business leaders from each of the three countries. In doing so, Leaders decided that the NACC should function fully independently of governments. NACC members then requested the support of organizations with relevant expertise in each country to act as their secretariats, and my Council is pleased to be serving as the Canadian secretariat.

Le CNAC, un conseil trilatéral, s'est vu confier le mandat de proposer des recommandations concrètes sur des questions d'une importance immédiate ainsi que de fournir des conseils d'ordre stratégique à moyen et à long terme à l'intention des ministres responsables de la sécurité et de la prospérité économique ainsi qu'aux chefs de gouvernement.
