This National Gathering, sponsored by the Assembly of First Nations (AFN) and Indian and Northern Affairs Canada (INAC), is part of the AFN/INAC Joint Initiative for Policy Development (Lands and Trust Services). The Joint Initiative started in August 1997 with the goal of changing INAC's policies and operations in ways that would be beneficial for First Nations. The central idea behind the Initiative is to put First Nations in the lead of the policy development process.
