The National Joint Council (NJC) Committee on Work Force Adjustment and Decentralization developed and approved guidelines (December 7, 1977) to be used by departments and agencies in dealing with personnel and related matters whenever the relocation of the work unit or the decentralization of an activity requiring a change in domicile on the part of employees is authorized. This was done to minimize any adverse effects for the employees resulting from relocation of work units.

Le comité du Conseil national mixte (C.N.M.) sur le réaménagement des effectifs et la décentralisation, a élaboré et approuvé ces lignes directrices (7 décembre 1977) à l'intention des ministères et organismes qui doivent régler des questions relatives au personnel ou autres questions connexes chaque fois que sont autorisées la réinstallation d'une unité de travail ou la décentralisation d'une activité nécessitant un changement de domicile des employés. Ces lignes directrices ont pour objet de réduire les incidences défavorables de la réinstallation sur les employés.
