L'accord général sur les services est construit sur le principe des listes positives. La liste recense les services que le gouvernement s'engage à libéraliser. Le risque de cette méthode est qu'un pays limite les effets de ses engagements affichés en maintenant des dispositions non inscrites sur la liste. L'autre méthode consiste à recourir à la liste négative.
