In 1986, the Federal Cabinet, as a consequence of the recommendations of the Ocean Ranger Commission Report, directed the establishment of a National Search and Rescue Program (NSP) to be managed as a distinct program of Government, with overal policy reesponsibility for Search and Rescue (SAR) resting with a Lead Minister (LMSAR), who would formulate national policy in consultation with involved Ministers.
