It is a common practice to open a Convention for signature by certain States until a certain date after the date of the formal session of signature. Generally, this period does not exceed nine months. The object is to obtain as many parties to the Convention as possible, but inasmuch as new signatories can only be allowed with the consent of the original signatories, a special clause to this effect must be inserted in the Convention. A current practice is to open a Convention for signature to all members of the United Nations and the specialised agencies, to all parties to the Statute of the International Court of Justice, and to any other State invited by the General Assembly. During the period mentioned, each State may sign at any time, but after the expiration of the period no further signatures are allowed and a non-signatory State desiring to become party must accede or adhere to the Convention but cannot ratify, inasmuch as it has not signed the instrument. 2, record 1, English, - open%20for%20signature

Après qu'on se soit entendu sur le libellé d'un instrument international dans la ou les langues faisant foi, ledit instrument (Convention, Pacte, Traité, Accord ou autre) est ouvert à la signature, soit pour un temps déterminé comme dans le cas de conventions portant création d'un organisme, les signataires au cours de ladite période étant considérés membres fondateurs; soit pour un temps indéterminé, le nombre de ratifications ou d'adhésions déterminant la date d'entrée en vigueur. Dans les deux cas, les instruments demeurent habituellement ouverts à la signature de tout autre État visé par l'un des articles et ce, après leur entrée en vigueur; les signataires deviennent alors simplement membres de l'organisme dans le premier cas ou Partie au même titre que les autres signataires dans le second. 3, record 2, French, - ouvert%20%C3%A0%20la%20signature
