SCOR is the leading non-governmental organization for the promotion and coordination of international oceanographic activities. Le SCOR, créé en 1957 par le Conseil exécutif du CIUS, a pour but de favoriser l'activité internationale dans tous les aspects de la recherche océanique. Il s'acquitte de cette responsabilité en examinant les problèmes et en encourageant les actions internationales, grâce à des améliorations de la technologie et à la conception d'expériences et de programmes de mesure critiques. Il est engagé dans l'élaboration du plan scientifique du JGOFS, projet important du PIGB, et joue un rôle de conseiller scientifique pour la COI.
