La lettre des experts, de même que leur nouveau rapport géotechnique reçu par Hydro-Québec en septembre, n'ont été communiqués ni à l'entrepreneur ni au sous-traitant. Ce dernier continue d'éprouver des difficultés dans l'exécution des travaux et des nouvelles mesures correctives sont adoptées. Hydro-Québec approuve notamment l'utilisation de pointes filtrantes pour assécher le sol mais ce n'est qu'après que l'entrepreneur eut renoncé à toute réclamation contre elle qu'Hydro-Québec consent à assumer les coûts de cette importante modification.
