The purpose of the city's Solidarité 5000 logements operation is to develop 5,000 new social and community housing units by the end of 2005. This major initiative is intended to help low- to moderate-income households find affordable housing. Target groups include people living alone, families, seniors with diminishing abilities and people with special needs.
