The Privy Council Office provided support to the government during the December 1997 First Ministers' Meeting. At that meeting, the Prime Minister and First Ministers of nine provinces and both territories agreed to work collaboratively to develop a framework for the Canadian social union. The Privy Council Office established the Social Union Task Force to advise lead federal Ministers on these discussions.

À l'occasion de la réunion des premiers ministres qui a eu lieu en décembre 1997, le Premier ministre et ses homologues de neuf provinces et des deux territoires ont convenu de travailler ensemble à élaborer un cadre pour l'union sociale canadienne. Le Bureau du Conseil privé a créé le Groupe de travail sur l'union sociale qu'il a chargé de conseiller les ministres fédéraux responsables.
