Le premier est un évanouissement du déficit extérieur, quand il existe, tant les deux phénomènes semblent liés, le pouvoir d'achat engendré par les dépenses publiques non couvertes engendrant immanquablement des importations supplémentaires. C'est pourquoi on parle aux États-Unis des deux déficits «jumeaux» (twin-deficits).
