Any occurrence, major or minor, that will or may create public interest, and is likely to be the subject of questions to the Minister directly or in the House of Commons. Incidents that fall within the "may" aspects of this definition are anticipatory and as such must be assessed against the criteria: "is it possible that the incident will create public interest and form the subject of questions to NDHQ". Tout événement, de grande ou de faible importance, qui éveillera ou risque d'éveiller l'intérêt du public, et qui, par conséquent, est susceptible de donner lieu à des questions posées directement au Ministre ou soulevées à la Chambre des communes. Les incidents considérés comme «pouvant» éveiller l'intérêt public, aux termes de cette définition, sont d'ordre conjectural et doivent donc être appréciés en fonction de l'explication suivante : «il est possible que cet incident puisse éveiller l'intérêt public et être source de questions adressées au QGDN». En règle générale, on doit considérer tout incident qui touche directement le public comme susceptible de faire l'objet d'un Rapport sur un incident d'importance.
