The industrial licensing is governed by the Industries (Development & Regulation) Act 1951. Since the Industrial policy Resolution 1956, the licensing Policy had been liberalised from time to time. The 1991 policy statement resolved against slow process of liberalisation. Un système de licence industrielle fut adopté dès 1948 [en Inde] dans le but de soutenir la politique industrielle alors conçue. Une licence industrielle est un outil mais aussi un instrument qui permet de contrôler et de réguler les activités industrielles dans le sens voulu par les politiques. Une licence est un acte écrit du gouvernement à l'égard des industries manufacturières et peut contenir des précisions telles que la localisation de l'activité, les biens produits, les capacités...
