This project, component of the Strategic Initiatives, was designed to address the low skills and educational levels and the high rates of unemployment that characterize many Northwest Territories residents who are at risk of long-term dependency upon social assistance. Human Resources Development Canada and the government of the Northwest Territories were responsible of this joint program.
