An actuation, at any power level, of one or both shutdown systems, except where: (a) the actuation occurs while the reactor unit is in a guaranteed shutdown state, and does not indicate that the shutdown guarantee has failed; or (b) the actuation was deliberate, as part of a pre-planned test sequence.
