The Canadian Language Quality Measurement System (Sical), the TQA model developed by the Canadian government's Translation Bureau, is the best known one, at least on the Canadian scene. It was developed both as an examination tool and to help the Bureau to assess the quality of the 300 million words of instrumental translation it delivered yearly. Cet outil de gestion en est à sa troisième version depuis sa création en 1976. Le Sical I (1976-1978) était un système d'évaluation «fermé», c'est-à-dire que la détermination de la qualité des traductions reposait sur des normes linguistiques absolues. Il permettait de relever catégorie par catégorie, les réussites et les échecs de traduction. Le Sical II (1978-1986), avec lequel on voit apparaître la notion de degré de qualité, ne servait pas à évaluer les travaux effectués à la pige; il s'appliquait aux traductions faites dans les services après livraison, conformément au programme «Opération produit livré» (remplacé par suite de la création du Système de l'évaluation continue).
