The COP [Conference of the Parties] has put much emphasis on work for LDCs [least developed countries]. This agenda hinges on preparation of national adaptation programmes of action (NAPAs) that open the way for LDCs to inform donors of their vulnerability to climate change and of their adaptation needs. ...
