The learner's motivation problem is basically written up in a behavioural objective format; meaning that there is some system of measurable behaviour identified, against which the implementation strategy will be evaluated.

Use of Definite and Attainable Behavioral Objectives. - Any plan of evaluation should be based upon the degree to which definite objectives have been realized. In planning his course, the adult educator must determine his behavioral or performance objectives ... He states these objectives ... in such a way that he can tell, by the use of instruments of evaluation, how near each member of the class has come to reaching the desired goals when the course ends.
