The sum of the individual doses received by all the persons exposed to a given source of radiation; it is also the product of the average dose to a group of exposed persons and the number of persons in the group; [it] is generally expressed in "person-sievert".

CONT

Every licensee who operates a nuclear power reactor shall make the following reports ...: ... a report of the annual collective radiation dose containing an estimate for that calendar year of the collective radiation dose surrounding population due to the facility.
