Only in the Native Reserves, officially known as Bantu Homelands, could Africans hope to obtain political and economic freedom. After their 19th century conquest, a modified system of traditional authority was retained in the Reserves, together with communal land ownership and the recognition of African family law.

La substitution récente du mot "Bantoustan", ou Foyer national bantou, à l'expression traditionnelle de "réserve" indique une conception plus nette de l'avenir politique des Africains dans l'État. Cette formule, annoncée comme l'aspect positif de l'apartheid alors que la ségrégation en est l'aspect négatif, repose sur trois idées directrices: nécessité de délimiter les territoires qui seront attribués en exclusivité aux ethnies africaines; nécessité d'assurer leur développement dans le cadre d'une économie principalement agraire; nécessité de les doter d'une infrastructure administrative adaptée pour que les Africains disposent progressivement d'une autonomie réelle mais conforme à leurs traditions.
