Value capture refers to the process by which all or a portion of increments in land value attributed to "community interventions" rather than landowner actions are recouped by the public sector. These "unearned increments" may be captured indirectly through their conversion into public revenues as taxes, fees, exactions or other fiscal means, or directly through on-site improvements to benefit the community at large.

Dans certains pays, dont l'Amérique du Nord et l'Europe, il n'existe pas de mécanisme général de récupération des plus-values d'urbanisation et/ou de paiement du droit de construire. La pratique du transfert des droits de construire revient dans un tel cas à répartir la plus-value globale d'urbanisation à l'intérieur du seul groupe des propriétaires fonciers, alors que l'on pourrait imaginer qu'elle revienne à l'ensemble de la collectivité, en particulier lorsque des équipements publics (qui génèrent ces plus-values) sont financés par l'ensemble des contribuables.
