This phase involves the development of detailed specifications and concept design for key components aboard the Meteorological Station information system measuring climate.

L'ASC [Agence spatiale canadienne] a annoncé en novembre 2003 l'attribution d'un marché de 1,2 million de dollars à une entreprise canadienne pour la conception d'un instrument scientifique dans le cadre de la phase A de la mission Phœnix de la NASA qui sera lancée vers Mars en 2007. MacDonald, Dettwiler and Associates dirigera l'équipe industrielle qui définira le concept et les spécifications détaillées d'éléments importants du système d'information de la station météorologique de la mission.
