Il doit cependant bien assurer la gestion courante de l'État, payer les fonctionnaires, honorer des loyers, etc. Il demande alors au Parlement de lui accorder les douzièmes provisoires. Il s’agit en fait du budget de l’année précédente, éventuellement indexé, et divisé en douze parties - une par mois, même si dans la pratique, le parlement belge donne son accord de 3 mois en 3 mois.
