[Neighbourhood Employment Centre] was a provisional name that was given to employment centres in a press release announcing the opening of these centres (March 5, 1998 in Canada NewsWire online - "THE GOVERNMENT OF CANADA ANNOUNCES FUNDING SUPPORT TO HELP THORNHILL ADDRESS ITS LABOUR MARKET NEEDS"). Human Resources Development Canada did not issue a bilingual press release regarding this.
