[A] rescue co-ordinator may: (a) order all vessels within an area specified by him to report their positions to him;(b) order any vessel to take part in a search for that vessel, aircraft or survival craft or to otherwise render assistance; and(c) give such other orders, as he deems necessary to carry out search and rescue operations for that vessel aircraft or survival craft.
