The Secrétariat aux affaires autochtones (SAA) is the agency entrusted with the prime responsibility for maintaining ties between the Aboriginal peoples and the Government of Québec. For 25 years, it has worked with Amerindian and Inuit organizations to facilitate their access to the various government programs and to adapt government activities to their needs in some cases. The SAA is part of Québec's ministère du Conseil exécutif. It is up to the Secretariat to establish harmonious relations and partnerships between the Aboriginal peoples and the government as well as between the Aboriginal peoples and the general public. Le Secrétariat aux affaires autochtones (SAA) est l'organisme qui a la responsabilité première d'assurer le lien entre les Autochtones et le gouvernement du Québec. Depuis 25 ans, il travaille avec les organismes amérindiens et inuits afin de leur faciliter l'accès aux divers programmes gouvernementaux et, dans certains cas, d'adapter les activités gouvernementales à leurs besoins. Le SAA fait partie du ministère du Conseil exécutif du Québec. Il incombe au Secrétariat d'établir des relations harmonieuses et des partenariats entre les Autochtones et le gouvernement, entre les Autochtones et la population en général. In 1982, the Native Affairs Secretariat was created in response to increasing urbanization of Manitoba's Aboriginal population and related requirements for government services. The Secretariat served as an advisor, particularly on Aboriginal social and economic issues, and reported to the Minister Responsible for Native Affairs and the Native Affairs Committee of Cabinet. Responding to growing emphasis on self-governance, the Native Affairs Secretariat participated in tri-partite negotiations between the province, Canada and Aboriginal community representatives. In 1999, the department was renamed Aboriginal and Norther Affairs. The Secretariat was amalgamated with the Agreements Management and Coordination Division and was renamed Aboriginal Affairs Secretariat. The appointment of the new Ministry and the reorientation of government announced today (2003-12-22) will be enhanced by key appointments to support the Prime Minister and new structures in the Privy Council Office (PCO) and the Prime Minister's Office (PMO).
