Disposal is a permanent method of management in which there is no intention of retrieval and which, ideally, does not rely for its success on the continued need for institutional controls beyond a reasonable period of time. Disposal would be achieved when the wastes are sufficiently isolated by natural or engineered passive containment, or sufficiently reduced in concentration by radioactive decay or dispersal, that the residual risks to human beings and the environment are acceptable.

Permanent disposal means sequestering the wastes, until they have decayed to a safe level, away from the environment in a permanent facility requiring no monitoring, maintenance, or ongoing institutional controls. ... One unfortunate aspect of the Board's adherence to this idea is the inhibiting effect it has on the search for simpler solutions, such as long-term storage, that concentrate on improved management of the wastes.

The debate essentially concerns the distinction between storage and disposal. "Storage" involves the retrievability, monitoring, and ongoing institutional control of wastes. It also includes active elements of waste management in such a waste facility (e.g., leachate collection and treatment). By contrast, the concept of disposal assumes that a waste management facility can be designed in such a way that there will be no need for such measures.
