Depuis la fin du XIXe siècle, la distinction entre l'espace public et l'espace privé constitue un noyau théorique de la réflexion urbanistique sur la ville occidentale. Les plans d'ampliation, les lois relatives aux expropriations, les parcs métropolitains ou les grands travaux sont autant d'admirables exemples d'une nette distinction entre domaine public et espace privé. Et le renforcement d'une telle distinction était alors souhaitable, pour autant qu'elle permettait justement d'augmenter et d'améliorer le domaine public en tant que supérieur au domaine privé.
