In recent years, the performance of supercomputers skyrocketed, and at the same time, the access for data scientists to high performance computing technologies has been democratized, offering to policy makers the unprecedented opportunity for creating tailored policy using a completely synthetic population. Policy simulation models can take as input synthetic individuals that resemble the actual ones but are stripped out of their identities, as they are synthetic by design. Synthetic individuals are created by interlinking census data, behavioural surveys and other available data sets and the result is a synthetic population with average statistics similar to the actual one by design, to the point that one is not able to tell if an individual belongs to the real or to the synthetic population, with the advantage of being relieved of most privacy concerns.

In a particular embodiment as disclosed herein, a server system provides decision support regarding clinical workflows for a healthcare provider having a census of patients. The server is functionally linked to a data repository comprising profile data for each of the census of patients, and includes a processor and a computer program product executable by the processor to direct the following operations. The system determines each of a negative outcome associated with services of the healthcare provider and a positive outcome having an inverse correlation with respect to said negative outcome. A group of patients is defined from among said census of patients as being at-risk with respect to the determined negative outcome, and the system further defines a clinical workflow as a sequence of one or more treatment stages associated with the determined positive outcome. The system further tracks a degree of activity by the healthcare provider for the defined group of at-risk patients and with respect to a first threshold value, and a degree of compliance by the healthcare provider with the clinical workflow based on a second threshold value.

The joint initiative is called the National Geocartographic Database and is based on the fact that both partners use similar street network data. Elections Canada and Statistics Canada have developed a digital national road network, the National Geographic Database(NGD), for electoral and census purposes. With this database, Elections Canada will be able to use electors’ addresses to determine their electoral district and polling division. The new database will also make the National Register of Electors more accessible to other electoral jurisdictions in Canada that have different electoral boundaries. They will be able to superimpose their own electoral districts on the road network and relate these to elector data from the Register. Using National Register of Electors data in place of enumeration can generate significant savings for electoral agencies in the provinces and municipalities.

Élections Canada et Statistique Canada ont conçu un réseau routier numérique national, appelé Base nationale de données géographiques (BNDG), aux fins des élections et des recensements. Grâce à cette base de données, Élections Canada pourra déterminer la circonscription et la section de vote d'un électeur à l'aide de son adresse. De plus, la nouvelle base de données facilitera le partage des données du Registre national des électeurs avec les organismes électoraux du Canada qui utilisent des délimitations différentes de celles d'Élections Canada. Ces organismes pourront obtenir les données sur les électeurs du registre en fonction de leurs propres circonscriptions, en superposant leurs limites sur le réseau routier. En remplaçant le recensement par les données du Registre national des électeurs, les organismes électoraux des provinces et des municipalités pourront réaliser d'importantes économies.

The modern world is full of large data sets :census data, multimedia databases, and remote sensing data, to name a few. With the aid of computers it is possible to collect scientific data on a grand scale. These examples are not "large" merely because they have many data points. They are also high dimensional, meaning that there are many measurements taken of each person, multimedia object, or point on the ground. The "data point" representing one person is made up of their age, gender, educational level, occupation, and whatever else was recorded. Suppose there are 12 attributes recorded for each person. We can think of that person's record as a point in 12 dimensional space.
