In recent years, the performance of supercomputers skyrocketed, and at the same time, the access for data scientists to high performance computing technologies has been democratized, offering to policy makers the unprecedented opportunity for creating tailored policy using a completely synthetic population. Policy simulation models can take as input synthetic individuals that resemble the actual ones but are stripped out of their identities, as they are synthetic by design. Synthetic individuals are created by interlinking census data, behavioural surveys and other available data sets and the result is a synthetic population with average statistics similar to the actual one by design, to the point that one is not able to tell if an individual belongs to the real or to the synthetic population, with the advantage of being relieved of most privacy concerns. 3, record 1, English, - synthetic%20person

3, record 1, French, - personne%20synth%C3%A9tique

Just as the Census of Population counts every person and household in Canada, the Census of Agriculture counts every farm... The census asks the farmers about their crops and livestock, whether organic practices are followed, whether computers are used in their farm businesses, as well as a host of questions on land management practices such as irrigation, no-till, crop rotation, and other queries about their farming operations... As well as tallying the inventory of livestock, crops and other farm products, the census reports on the machinery used on farms, farm operating expenses, gross receipts and the value of land, buildings and machinery. 2, record 4, English, - Census%20of%20agriculture

Permit to emit a specified quantity of a polluant. This permit may be traded. 4, record 5, English, - tradable%20emission%20rights
Record number: 5, Textual support number: 1 OBS
Tradable permits have been proposed as an alternative to the tax. There are two main possibilities :(i) estimating "reasonable" emissions country by country and establishing commensurate quotas or(ii) distributing tradable rights in accordance with some "equitably" criterion, such as equal emissions per capita(a possibility that has actually been discussed). Depending on how restrictive the aggregate of such tradable emission rights might be, the latter is tantamount to distributing trillions of dollars in discounted value and making, for a country like Nigeria, the outcome of its population census the country's major economic policy. If, instead, quotas are negotiated to correspond to every country's currently "reasonable" emissions level, they will surely be renegotiated every 5 or 10 years, and selling an emissions right will be perceived as evidence that a quota was initially too generous. It is unlikely that governments will engage in trades that acknowledge excessive initial quotas. 1, record 5, English, - tradable%20emission%20rights
