With the apparent successes of deep learning in modeling high-dimensional data in other domains such as computer vision and natural language processing, a natural question to ask is whether numerical weather models can also be learned purely from data. This question sparked some debate after initial studies showed the general feasibility of such an approach for medium-range weather forecasting. 3, record 1, English, - medium%2Drange%20weather%20forecasting

The [questionnaire] mainly focuses on the firm's reasons for cancelling job vacancies.... a first question asks if the firm has interrupted the search of new workers without finding a suitable candidate... If the answer is yes, a further question asks how many cancelled job vacancies broken down by possible reasons. The following reasons have been suggested : the firm met difficulties in finding suitable candidates; the firm exaggerated its need for new workers; the general economic situation changed; the economic situation of the firm worsened[, ] and there was a reduction of the annual budget for hiring new workers; and job vacancies were filled by means of reorganization using internal employees. As... mentioned, firms were also asked to specify other possible reasons for withdrawing job vacancies from the labour market. 1, record 2, English, - cancelled%20job%20vacancy

In addition to the terms which the parties have expressly adopted, there may be other terms imported into the contract, these latter being generally known as implied terms, though this nomenclature is misleading in that it covers a number of dissimilar notions. As a general rule, the courts will enforce not only the terms expressly agreed between the parties, but also those which are to be logically implied from those express terms.... Even where a term may not be logically implied from the words used, the law admits of certain other terms to be implied as follows :(1) terms which the parties probably had in mind but did not express;(2) terms which the parties, whether or not they actually had them in mind, would probably have expressed if the question had been brought to their attention; and(3) terms that, whether or not the parties had them in mind or would have expressed them if they had foreseen the difficulty, are implied rules of law.(9 Hals., 4th ed., p. 224) 1, record 11, English, - implied%20term

In a deed, the description is normally divided into two parts : the general and the specific descriptions. The general description usually identifies the parcel in question by location, name, or reference to previous known owners. It leads into the specific description with the phrase "more particularly described as follows, "or by reference to public maps, plats, or other recorded information. In many instances Cabinet Ministers are asked questions in the House of Commons as a result of news reports or information derived from other sources. Therefore, in this order, "unusual incident" means any occurrence, major or minor, including news reports, that will or may create public interest, or is likely to be the subject of questions to the Minister or Associate Minister directly or in the House of Commons. Incidents that fall within the "may" aspects of this definition are anticipatory and as such must be assessed against the criteria :"is it possible that the incident will create public interest and form the subject of question to NDHQ or Ministers? As a general rule, any unusual incident that involves or could involve the public should be assessed as a possible subject for a Significant Incident Report or an Item of Possible Interest to Ministers. 3, record 14, English, - Significant%20Incident%20Report

Determination of refugee status is a process which takes place in two stages. Firstly, it is necessary to ascertain the relevant facts of the case. Secondly, the definitions in the 1951 Convention and the 1967 Protocol have to be applied to the facts thus ascertained. 5, record 16, English, - determination%20of%20refugee%20status

Due to the fact that the [determination of refugee status] is not specifically regulated by the 1951 Convention, procedures adopted by States parties to the 1951 Convention and to the 1967 Protocol vary considerably. In a number of countries, refugee status is determined under formal procedures specifically established for this purpose. In other countries, the question of refugee status is considered within the framework of general procedures for the admission of aliens. In yet other countries, refugee status is determined under informal arrangements, or ad hoc for specific purposes, such as the issuance of travel documents. 5, record 16, English, - determination%20of%20refugee%20status

1, record 21, French, - hide

The practice of a state is shown by its acts and attitudes in its international relations with other states. When it becomes clear that each state acts in the same way, or takes up the same attitude to the acts or omissions of other states, the practice is uniform. When there is a repetition of such uniform practice over a period of time, the practice is constant. State practice which is both uniform and constant creates a "usage". Custom requires a "general practice". No precise answer can be given to the question of how general the practice needs to be. So long as a group of states follow the practice, and accept it as law, there is a custom. All customs have begun in the same way, and become of increasingly universal application as more states align their practice to them. 2, record 25, English, - practice

This is of course the case if p is the expectation of a Gaussian variable, but Poincaré gives a more general solution, now called Gibbs distribution. This fact was rediscovered independently by Szilard in 1925. Then, around 1935, Koopman, Pitman, and Darmois asked the same question concerning the most general estimation procedure, without being restricted to maximum likelihood. This property of the Gibbs distribution, called sufficiency by statisticians, plays a central role in the Szilard-Mandelbrot axiomatic presentation of statistical thermodynamics.... 1, record 26, English, - Gibbs%20distribution

The equality of states is a general principle of international law. It is a necessary corollary of the concepts of sovereignty and independence of states. However, it is only the legal equality, or equality before the law, which is in question. States are of course not equal in fact. The general consequence is that each state is entitled to equal treatment under the law. 1, record 27, English, - equality%20of%20states

One of the most important considerations when analyzing an adaptive control system is its convergence to the desired behaviour.
