[The] French National Agency for Radioactive Waste Management(ANDRA) gave an overview of the progress made towards underground disposal in France. In 1999, the French Government approved an underground laboratory on a clay site in Bure(Meuse/Haute-Marne), managed by ANDRA.

Laboratoires souterrains. Ce sont des installations qui préfigurent par leurs dimensions ce que pourraient être des stockages dans leur phase initiale de construction. Elles sont destinées à des recherches fondamentales et technologiques et peuvent être aussi des installations de démonstration de certains éléments ou parties d’un stockage. On distingue deux types de laboratoires souterrains, ceux de recherche et ceux de qualification.

Following consultations conducted by [a] Member of Parliament... the French Government asked ANDRA in 1994 to investigate three potential sites. In December 1998, the Bure site straddling the Meuse and Haute-Marne départements was selected for the implementation of the first French site-qualification laboratory in a clay formation.

Beaucoup de pays conduisent des recherches et développements pour démontrer la sûreté d'un stockage géologique profond des déchets HA, recherches éventuellement conduites en laboratoire méthodologique souterrain ou en laboratoire de qualification d'un site. Elles impliquent à la fois des expérimentations lourdes et une réflexion méthodologique.

Les laboratoires de qualification de site ont pour but de vérifier que la roche dans laquelle ils sont implantés pourrait accueillir un stockage, le site ayant été choisi au préalable sur la base d’investigations réalisées à partir de la surface. Bien entendu on utilise les connaissances déjà acquises dans les laboratoires de recherches.

Le projet consistait à implanter un laboratoire de qualification pour le stockage de déchets radioactifs en profondeur.
