At a time when Mexico's main export to the United States seems to be its own people fleeing north for jobs, the phenomenon represents a surprising turn of the tables. The Mexican government has allowed U. S. companies to ship parts to border assembly plants without paying duties since 1965. Human Resources Development Canada(HRDC) through its network of Human Resource Centres, administers the Caribbean/Mexican Seasonal Agricultural Workers Program on behalf of the Government of Canada. HRDC requires employers, through their human resource planning strategies, to ensure that Canadian citizens and permanent residents are always considered for employment before employing foreign workers. The Caribbean/Mexican Seasonal Agricultural Workers’ Program was first implemented in 1966 following negotiations between Canada and Jamaica to facilitate the entry of Jamaican workers for temporary employment in the growing and processing of agricultural products during peak demand periods. The C/MSAWP was created to provide a supplementary source of reliable and qualified seasonal labour in order to improve Canada's prosperity by ensuring that crops are planted and harvested in a timely fashion. These measures help to maintain the livelihoods of Canadian and permanent resident workers in the agricultural industry as well as in other industries that directly or indirectly participate in and benefit from a strong and vital agricultural industry. In Ontario this program has responded to a critical shortage of available workers suitable for seasonal agricultural work. 3, record 20, English, - Caribbean%20and%20Mexican%20Seasonal%20Agricultural%20Workers%20Program

Defining ethnic food is difficult. "Ethnic foods represent a complex, dynamic category, "according to the National Restaurant Association, "In a multi-cultural society like the U. S., one tends to perceive more and more cuisines as ethnic. "Also, over time, items that used to be distinctly ethnic, like tacos and pizza, have become part of the mainstream American diet. While an exact definition of ethnic food may be difficult, three trends are clearly emerging. First, traditionally popular ethnic foods such as Mexican, Italian and Chinese are becoming more sophisticated through the use of regional-type cooking and ingredients. Second, new ethnic cuisines, such as Indian, Moroccan and Thai cuisines, are experiencing "hot" growth because they are rich in aromas and have strong taste profiles that are unique and varied. Third, ethnic fusion foods, which combine the flavors of different regions and cultures, are growing in popularity because they satisfy the American demand for variety and taste. 2, record 42, English, - ethnic%20food

Their social base is mostly indigenous but they have some supporters in urban areas as well as an international web of support. Their main spokesperson is Subcomandante Marcos. Unlike other Zapatista comandantes, subcomandante Marcos is not an indigenous Mayan.
