Water Quality Surveillance is the only yardstick by which to measure the effectiveness of any water pollution control program. As a result, New York State has divided its water quality surveillance program into four parts. Manual surveillance, automatic surveillance, aerial surveillance and public surveillance. This paper will dwell only on the automatic surveillance component by describing the existing water monitoring system.

Emission Control Measures: Definition needs to clarify as to whether this applies to direct, positive emissions to the atmosphere only, or includes the effect of processes to enhance long-term removal of CO2 from the atmosphere (negative emissions). The latter interpretation could be also defined more specifically as net emissions.

Ce terme appartient en effet au français de tous les jours; il ne pourrait pas aussi aisément qu'en anglais être investi d'une autorité particulière. De fait, à côté des termes "mesure" et "contrôle", plus fréquemment utilisés semble-t-il et parfois simultanément, "surveillance" est employé de façon courante, sous intention particulière de la part des auteurs français qui traitent des mesures de protection de l'environnement.
