CONT

The most important city of the province of Quebec, but not its capital. It occupies all the Île de Montréal(or Montréal Island), the biggest island of the Hochelaga Archipelago, at the confluence of the St. Lawrence River and the Ottawa River. In 1535, Jacques Cartier visited the native village of Hochelaga on the slope of what he named "Mont Royal, "but by 1608, year of the foundation of Québec, all the Iroquoians were gone. At the same location, Ville-Marie was founded as a missionary colony by Paul de Chomedey de Maisonneuve in 1642, though it was not until the conclusion of the "Grande Paix"(peace treaty) of 1701 that the colony stopped living in a permanent state of war. The establishment became the great centre of the fur trade and a starting point for expeditions by the coureurs de bois and voyageurs of the time. Trade from the port and agriculture on the surrounding plains contributed to the development of the city. By the 1820s, its population outnumbered that of the city of Québec. A dynamic merchant class began to invest and "St. James Street, "now "la rue Saint-Jacques, "became the country's financial centre. Around 1831, large-scale immigration enabled the population of British origin to be the majority in the city but, at the time of Confederation in 1867 and after, the francophones were again in the majority, gradually making the city the centre of the French culture in America. Erected as a municipality in 1832, the city underwent a steady growth with the addition of the territories of 35 towns over the years. If Toronto grabbed the title of "Business Capital" by the end of the 20th Century, Montréal remained the "Metropolis of Canada. "In 1996, the metropolitan region grouped some 111 municipalities located on three of the islands of the Hochelaga Archipelago, Montréal Island, Jésus Island and Bizard Island, and, on the South Shore, the city of Longueuil and the seven others that were to be part of it on the 1 January 2002...

Érigée en municipalité en 1832, elle prend des dimensions imposantes à la faveur de 35 fusions de villes réalisées au fil des ans. Si, Toronto lui ravit le titre de «Capitale des affaires» à la fin du XXe siècle, elle conserve celui de «Métropole du Canada» et de «Ville aux cent clochers». The Agreement on Port State Measures(PSMA) is the first binding international agreement to specifically target illegal, unreported and unregulated(IUU) fishing. Its objective is to prevent, deter and eliminate IUU fishing by preventing vessels engaged in IUU fishing from using ports and landing their catches. In this way, the PSMA reduces the incentive of such vessels to continue to operate while it also blocks fishery products derived from IUU fishing from reaching national and international markets.

Official of the Meteorological Service of a WMO [World Meteorological Organization] Member who is stationed at a main seaport with the tasks of maintaining liaison with weather observers on board ships, checking instruments, providing advice, and contacting shipping authorities to enlist their cooperation in operating mobile ship stations.

The Port Meteorological Officer(PMO) is responsible for marine data acquisition and is a liaison between the National Weather Service and marine interests. The PMO's liaison duties provide a communication link between the NWS and marine interests from Lake St. Clair east through Lake Ontario, including Lake Erie. The PMO is also the marine liaison to federal, state and local government agencies including : the U. S. Coast Guard, U. S. Army Corps of Engineers and Department of Natural Resources officials from southeastern Michigan, Ohio, northwest Pennsylvania and western New York.

The term "right of hot pursuit" has been officially established by the Convention on the High Seas, done at Geneva on 29 April 1958. It is the only correct term in usage to express the concept described by some authors under the key-word "right of pursuit" which is misleading because, as the international convention rules in its article 23: "The hot pursuit of a foreign ship may be undertaken ... and may only be continued outside the territorial sea or the contiguous zone if the pursuit has not been interrupted." This condition requires the inclusion of the adjective "hot" within the full term, in order to express without ambiguity the underlying concept.
