It is fixed in terms of the standard of living it commands over the domain of poverty comparisons. The poverty line is set so that it represents the same purchasing power year after year. For example, the United States poverty line does not change over time (except to adjust for inflation), so that the poverty rate today may be compared with the poverty rate of a decade ago, knowing that the definition of what constitutes poverty has not changed. An absolute poverty line is essential if one is trying to judge the effect of anti-poverty policies over time, or to estimate the impact of a project (e.g. microcredit) on poverty.
