Public Service Commission of Canada. The Assistant Deputy Minister Prequalification Process (ADMPQP) was introduced in 1997 as part of La Relève, the Public Service of Canada's strategy to enhance the capacity of its leaders to meet the challenges facing Canada and maintaint a world-class Public Service. The objective of the ADMPQP is to establish a representative pool of individuals who possess the ADM leadership competencies and are ready for appointment to the ADM level.
