The CLIVAR Upper Ocean Panel (UOP) met for the first time 18-19 December 1995 at Scripps Institution of Oceanography. The meeting was chaired by Dr Ants Leetmaa; a list of Panel members and invited experts can be found in Appendix A. The main objectives of this meeting were to review the Panel's terms of reference, define immediate goals, outline a strategy to meet these, and begin to develop a list of scientific topics which the Panel will investigate. The first day was devoted largely to discussions of the terms of reference, relevant national and international planning activities, particularly those related to CLIVAR, WOCE and GCOS/GOOS, and the status of the various upper ocean observing systems in place. 1, record 1, English, - CLIVAR%20Upper%20Ocean%20Panel
