Conditional contraband consists of goods which though by their very nature are not destined exclusively for use in war can be of great value to the enemy in the continuance of the war such as foodstuff, clothing, fuel, horses and the like.

[...] la contrebande conditionnelle [terminologie de la Déclaration de Londres, 1909] appelée parfois contrebande relative, comprenant des objets et marchandises susceptibles de servir aux usages de la guerre comme à des usages pacifiques (res ancipitis usus) et qui sont sujets à saisie et confiscation quand ils sont destinés à l'usage des forces armées ou des administrations de l'ennemi. La Déclaration de Londres range notamment dans la contrebande conditionnelle : les vivres, les combustibles et matières lubrifiantes, les métaux précieux, le papier-monnaie.
