In 1977, the Co-ordinating Committee on the Ozone Layer was established by the United Nations Environmental Programme (UNEP), and UNEP's Governing Council adopted the World Plan of Action on the Ozone Layer. In the late 1970s and early 1980s, some national governments, including the United States, Canada and Scandinavian countries, imposed bans on CFCs as aerosol propellants is non-essential uses: antiperspirants, hairsprays and deodorants.

Suite à un réunion de spécialistes de la couche d'ozone, organisée en 1977, le Programme des Nations Unies pour l'environnement et l'Organisation météorologique mondiale ont créé le Comité de coordination pour la protection de la couche d'ozone, qui a été chargé d'évaluer régulièrement la raréfaction de l'ozone.
