Ce n'est qu'en 1980 qu'un amendement à la Loi de police et à la Loi du Ministère de la Justice (par le biais de la Loi 48) confiait la prévention du crime au Procureur général qui, lui-même transmettait à la Direction générale de la Sécurité publique le mandat de «Favoriser la coordination des activités policières et d'élaborer des programmes et politiques relatifs à la prévention de la criminalité et d'en promouvoir l'implantation».
