Il s'agissait d'un groupe d'observateurs au sol formé de volontaires civils (fermiers, travailleurs forestiers, écoliers, ménagères, pêcheurs) qui signalaient les mouvements des avions et étaient à l'affût des sous-marins et des navires suspects.
