The Stockholm Conference on the Human Environment, convened by the United Nations in 1972 to consider the condition of the environment, called for an international mechanism for the exchange of environmental information. The result was The International Referral System (IRS), later renamed INFOTERRA, The Global Environmental Information Exchange Network, established in 1975 by a decision of the third session of the Governing Council of UNEP. Together with IRPTC, the Global Environmental Monitoring System (GEMS) and the Global Resource Information Database (GRID), INFOTERRA is a complement of UNEP's Earthwatch Programme and therefore plays an important part in fulfilling UNEP's global mandate of monitoring, assessment and dissemination of information on the environment, catalysing and spurring others to action at international, regional and national levels.
