La possibilité d'obtenir tardivement un certificat de naissance (même à l'âge adulte), qui est courante dans certains pays d'Afrique notamment, pose problème. Les personnes qui les obtiennent en profitent pour faire inscrire (grâce à un pot-de-vin) un lieu de naissance différent du lieu de naissance réel (Afrique du Sud au lieu de Zaïre, par exemple), ce qui leur permet de quitter le pays plus facilement.
