Los segundos intercalares son necesarios para mantener los estándares sincronizados con los calendarios civiles, cuya base es astronómica. Los estándares para el tiempo civil están basados en el Tiempo Universal Coordinado (UTC, Coordinated Universal Time), que es mantenido usando relojes atómicos extremadamente precisos.
