Herb W. Beall et J.G. Wright ont effectué une grande partie de la recherche originale sur les incendies de forêt. Au début des années 30, ces deux chercheurs ont mis au point des méthodes fondamentales pour la mesure des taux d'humidité contenue dans le carburant, qui sont toujours en usage. Ils ont également établi les principes sur lesquels se fonde le système national d'évaluation du danger d'incendie actuel.
