World Health Organization initiated in 1996 a major interagency programme of the United Nations called "Nations for mental health". This programme aims specifically at reducing discrimination against people affected by mental disorders, by raising the awareness of governments and the public both about the magnitude of neuropsychiatric and substance abuse problems and about their impact on society, through collaborative strategies with international and nongovernmental organizations.

Pour orienter l'action internationale vers des mesures concrètes, l'Organisation mondiale de la santé a lancé en 1996 un programme interinstitutions majeur des Nations Unies intitulé "Les nations pour la santé mentale". Ce programme vise expressément à réduire les discriminations qui s'exercent contre les personnes atteintes de troubles mentaux en rendant les gouvernements et le grand public plus conscients à la fois de l'ampleur des problèmes de neuropsychiatrie et de toxicomanie et de leur impact sur la société, dans le cadre de stratégies de collaboration avec les organisations internationales et les organisations non gouvernementales.
